    When the London riots broke out and spread over England, after the initial shock, shop owners and local people started forming defence groups in their streets.

    That's when the alarm bells started ringing for the top brass in Government who broke short their holidays on the Costa Brava and rushed back to England.

    If local vigilante groups form to prevent crime and riots, that's where things might get ugly.
