    It was in fact my suggestion that WHPS be included in the event with a view to guided tours of Fort Burgoyne taking place. I see from the September minutes that HCA agreed in principle to tours provided that various restrictions would be adhered to. Even at this time though it was a stipulation that buildings were out of bounds.

    The HCA would not issue any licence until insurance and other risk assessment documents had been approved by them. When I left the Tattoo in mid February these had not been finalised so I have no idea how or who or indeed when any application was made.
