#3, I don't have a problem with that. There are obviously different levels of offending and the social repercussions of jailing a young mother in this case would have outweighed the benefit.

i can see the point of view of the visiting rioter, he or she could rightly say "you moan at us for not assimilating, then when we join in with your cultural inner city pursuits we get thrown out of the country".
