    Thanks Roger I did not know that so in theory surely the council could fine those landlords for breaking Health and Hygeiene or whichever law applies.

    The only way to catch the unauthorised people would be by continued surveillance which again costs money, even if proved the tenant could say it was a friend or family friend and only temporary thing.
