Jan, your post 42; some of the Landlords do not use DDC services to take the rubbish/waste away, but their own contractors, so it's not a case of DDC making more frequent collections, but the Landlords arranging that.
Howard and I have stated on a number of occasions that it would appear that (judging by the amount of waste) there are many more people living in those houses than there should be and so Private Renting Housing section have been to view them, but sometimes the Landlords won't let them in until they have an appointment, so by the time that is made, all evidence of overcrowding has gone.
All Local Authorities have to work within the legal limits and rules, DDC is no different, but it is very frustrating, but it must be solvable.
