  We've had task forces, meetings and everything else you can think of and it's still there. It's not so much rolling sleeves up, but fining landlords for the rubbish; hitting them in their pocket will make sure that they will ensure their tenants behave properly as regards the rubbish.
  The tenants know what they should do, as they have been told what is expected of them, but they move on and new tenants move in and so it goes on, but the landlords don't change that often.
