    I'll start off by saying yes Ken, they do have both, maybe not the (human) resources though, although because of my badgering with emails, phone calls and photos (at least I hope so) they are doing their best (yes, I know, that then begs the question "is their best good enough" ?).

    I'm meeting with The Director of Waste Services next week to discuss all these issues and will establish for certain, whether or not there is the legislation, the expertise and the will to resolve all these issues.
