    I think it right that for the public have an expectation of openness and that that should be met. I am glad that it is admitted that the previous culture of secrecy has changed, or is beginning to change.
    Charging the media for access to background information via FoI requests is the wrong way to go about it. Somewhere down that line sits some bod who will decide how much to charge and for what, who is to have influence over him?
    If it is thought onerous to repeat the process why not publish ALL responses to FoI requests on the public body's web site?
    Requests along the lines of that one to do with red-pens should be considered as good PR opportunities, somebody should call up and explain the best they can.
