Yes they can charge is there is excessive work required
Something needs to be done as the vast majority of requests are from the press/media/radio for some cheap journalism.....

the press should pay as they are using the information to sell their newspapers so it is only right.
don't know how to deal with the frivolous ones though, would be difficult to know where to draw the line.

I think it right that for the public have an expectation of openness and that that should be met. I am glad that it is admitted that the previous culture of secrecy has changed, or is beginning to change.
Charging the media for access to background information via FoI requests is the wrong way to go about it. Somewhere down that line sits some bod who will decide how much to charge and for what, who is to have influence over him?
If it is thought onerous to repeat the process why not publish ALL responses to FoI requests on the public body's web site?
Requests along the lines of that one to do with red-pens should be considered as good PR opportunities, somebody should call up and explain the best they can.

Trouble with a lot of FOI requests and the publication of invoices over £500 is that the recipient has no idea of the context of the spend is.
Take for example one in Ashford where the KM said the council spent £1million on train fares!!! It was mostly a grant handed over from a third party....
