You don't have to go far to see the differences in national attitude and, probably, the size of the purse strings. In France it seems most memorials, civic and public buildings sport a tricolore and any other EU and regional flag they can find. Examples being:-
The War Memorial in Calais
The Mairie at Boulogne's Haut Ville - overlooking that wonderfully crazy car display.
The Museum at Lille - there are about a dozen tricolores in this shot alone.
