The Town Hall has a flag pole and belongs to DDC, so flying the flag there is DDC responsibility.
Maison Dieu House (Town Council Offices) is a listed building and DTC are not allowed to stick a flag pole on the building due to its listed status.
The land around the War Memorial, I am informed and the benches fiasco confirmed, belongs to DDC and therefore placing a flag pole on it is not in the immediate remit of DTC who would have to ask for DDC's permission to proceed with such a project.
Deal Town Council has full control of Deal Town Hall and no such restraints - hence they can fly flags as much as they like.
I do simplify here, but then the newspaper simplifies to the opposite extent and makes no mention of the land and jurisdiction issues which constrain the Town Council (whether or not they desire to get involved in flag flying).
