    I'm sure that a lot of fly-tipping is because businesses have to pay what they consider excessive charges for taking their rubbish to the tip.
    If there was no charge, they'd take it there - they have to dump it somewhere and it must cost the council more to collect the fly-tipping rubbish, than the income they may lose by allowing it to be take to their waste site for free.
