28 December 2013 12:06256370Just watched this and one lady said the flood barrier was opened, surely that means the barrier is either in the wrong place or not worth having. Another point why not inform those unfortunately going to be affected BEFORE opening the flood barrier rather than afterwards as it would give them more time to move items.

When you buy, your solicitor will find out, as part of the search process, whether the property lies in a flood risk area (as defined by the Environment Agency). It's also worth sounding out insurance companies, as they rate every postcode for various classes of risk and are more conservative than the EA. As I understand it on a quick read and from what I've picked up from the press (check the details yourself!), the plan if agreed is that all households will pay a premium called Flood Re on their insurance which will go towards a rebate based on Council Tax bands for those in high risk areas - but it won't apply to houses built after 2009 as the risks for particular areas should have been known by then.
