They can only consider the application as it was submitted. It is only an advisory about looking at positioning the flag elsewhere, not enforceable and they don't have to take any notice of it (this was said in the meeting). It was bad that some of the planning committee did not even know the memorial was designed by a veteran from Dover or even read all the information that was submitted by the way they carried on. Either way as from the application that they considered before this they can only consider it as submitted and reject on planning grounds. And as has been raised before many people do not want a flag pole in the memorial garden or even next to the memorial. At least a flag pole is going up, not everyone going to be happy but alas that's democracy, it has been decided and every ones views have been considered and this is the compromise.
