    I think in this case there is a difference between "empty" and "empty".

    Empty I associate with no furnishings or no owner or as in the Captain's example awaiting probate.

    There are also those properties that are "empty" because there is seldom anyone living there, such as second or holiday homes. These are the ones that can cause so much resentment when local people need housing be they in London or the countryside.
