  i have to disagree with you on that first bit paul.
  
  traffic wardens do nothing around my way except put tickets on cars when they are not causing obstructions, merely breaking the law.
  
  i am a great fan of good p.c.s.o.'s, i think they should have more powers thus becoming "accredited enforcers".
  
  i cannot comment on the 40 at discretion and the 6 that they have, i have no idea what they are.
  
  our first p.c.s.o was excellent, our keith helped her when he was a councillor on giving her the rundown on where problems were likely to occur.
  
  the next one was next to useless, our present one is trying hard to make his mark, in my opinion he is not getting the right back up.
