Much time and space could be used to go through the whole sordid issue, but one answer is that a premium be charged for eating off the premises, this money to paid to the local authority to cover the cost of supplying bins and emptying them.
  The problem then becomes one of applying said monies to the task and not having councils use it to enhance expenses etc.
