    Call me old fashioned but I thought the idea was to hit developers with 106 agreements to pay for necessary infrastructure to mitigate such as increased traffic NOT to build infrastructure to encourage development?

    Last time York had a Local Plan was 1956. Basically York has decided it's quite big enough and doesn't want to grow.
