Yes but one must aske (1)How did it start in the first place?.(2) And why did they not stop it years ago?
(3)As schools are inspected by school inspectors each year to see they are performing well and standards are set why was it not picked up by them?

they have known for years but the old "must not offend minorities" attitude meant blind eyes were turned, hopefully this investigation will be thorough.
