The next District Council elections will be held on 2 May 2019 and now is the time to discover whether you’ve got what it takes to be a district councillor. You don’t need to be a member of any political party – but you do need a genuine interest in what happens in the Dover District. Councillors come from all walks of life, age groups and backgrounds, so don’t rule yourself out just because you think you don’t fit the councillor ‘mould’.

It says that councillors must live or work in the district but what happens if someone moves or changes jobs after being elected?

Nobody in their right mind would stand for election as a district councillor. You get blamed for everything and have no power to change anything.
Without party backing you have no chance of getting elected. However in my view, nobody in their right mind would join a political party let alone accept a nomination to stand in an election from a party.

In which case what is the point of having District Councillors, it is obviously a complete waste of our time voting for them.

Not at all, a good ward Councillor can make a positive difference to the area they represent, Peter was referring to having any real say in major decisions that affect the district.

Exactly Howard, it is the "major decisions" that can affect how good or bad the whole district and especially the part nearest to where you live seems to the inhabitants.

You can get elected to councils if your not a member of a political party, although I grant you iy=t is a lot more difficult.
As a Cllr you can make a great deal of difference to a number of peoples lives.
