    I suppose that in employing an agency worker the 'high' hourly rate is offset by keeping wages low and de-risking entirely (as our friend has it) on the benefits/responsibility front plus the cost is passed-on. Recruiting via an agency does away with the hassle etc. of having a HR dept. plus the applicants are pre-screened for competency and suitability.
    With the Job Centre route the employer does not have the JC on their side to the same degree as with an agency.

    Perhaps too, the employment agent may play golf and the JC officer less so?
