  KCC are I understand, setting up a drain-gulley checking system, to determine whether drains are blocked or not and clear those that are, so it is in the pipeline.
  I don't know how long it will take though, but I'm sure that blocked drain gulleys are a major cause of the local street type of flooding.
  
  If the road/pavement sweepers who go round regularly (not necessarily frequently), had it as part of their duty, they (KCC) wouldn't need to spend loads of extra money on staffing, but issue the sweepers with a book (and a raise in wages for the extra responsibility).
