My youngest lives in Canada, there they have a local by-law that it is compulsory to clear the pavement outside your house of snow and to salt it in 24hrs, everyone helps the people who are unable to do it the sick,disable etc and every street has a salt bin. They might have to do it 3 or 4 times a week as they have snow continually for about 4 - 6 months of the year. But at least it is safer to walk along the pavements. They do have more practice than us of course, but maybe it would be a good idea.
Schools rarely close either, but that might be because most attend their local neighbour schools.
