  Alan - the fact is that if you get heavy snow for months on end every year, as in much of Russia, Scandinavia etc. then it is important and cost effective to spend a lot of money on snow clearing facilities, a snowplough on every corner kind of thing.
  
  Here in the UK such heavy snowfalls as we have now are infrequent and usually or short duration therefore it is not cost effective to outlay and tie up the kind of capital needed.
  
  It is a matter of getting a balance.
