Emergency Shelters in Dover

  Tonight I was informed that the first 10 people who turn up for the night are accepted at a shelter.
  Does this mean that anyone else in search of a bed will be turned down and left to sleep on a bench?
  
  It is getting frosty, snow is on the way. So how does the emergency shelter system function in Dover?
  Does anyone have a clue?
  In our opulent society, should people be left to sleep out in the cold?

  I don't run emergency shelter service, Peter. Besides that, I rent a room.
  But I do pay full council tax and wonder why my tax is not also invested in a more reliable shelter service for people in need of an over-night stay.

  15£ per person per night in the alma hostel,breakfast chuked in as well.a bargin.

  Porchlight http://www.porchlight.org.uk/ do their utmost to help out the rough sleepers and are often out at night looking for them.
