River is part of Dover whether you like it or not and your inverted snobbery does you a dis-service.
As for the council spending money on bunting etc it's called community spirit giving something back to the people.
Jersey states put up bunting all down Kings St,about 1 mile long and the busy shopping alleys.. The shops all decorated their windows and had one day special sales. The pubs and cafes were all open with outdoor seating and generally a party atomsphere prevailed. Seats were provided outside the yacht club and a large tv screen erected for foreign visitors to view the ceremony.
To summarise the states laid out a few bob and led the way and businesses followed suit. The result was the town was full.
What's that old saying'' you have to speculate to accumalate''.
