    Sigh...

    I would like to say that DTC has a track record of 'squaring the circle', and finding innovative solutions to the most intractable of problems.
    And if the seafront toilets/retail outlet were up and running, I would say just that.

    But surely these two issues have a great deal in common? Had the toilets been left to 'fend for themselves' - as the shelter has, there would have been much the same outcome. But no, a solution has been 'found'. The toilets have been given an additional function, a constant and positive utility...

    ...and so should the shelter.
