  Nah, this is all getting too silly. It's a torment, just goes round and round.
  Someone replaces the windows, someone else comes along and smashes them.
  Just put up a public warning that anyone found guilty of smashing the glass will get a hefty fine and will be prosecuted in a criminal court with ensuing prison sentence.
  
  Then place some security in a concealed location and catch them red-handed.
