    i have to agree with rick and jan on this one.

    no licence until 21 and then only with restrictions, people take a test at 17 then it is assumed that their eyesight and reactions are the same at 80.

    how many times have you heard people in their seventies or older say that they take their time and then berate the "mad b*******s" that they have held up for half an hour?
