the plan looks half baked to me as many skilled workers brought in from outside are not filling a gap but are employed because they are cheaper.
with the influx expected from romania and bulgaria in a few months encouraging more people from outside the e.u is bordering on lunacy.

There isn't much in this that can be taken seriously. It seems as if he has plucked an idea off the top of each of many piles of reports from 'consultation' exercises.
