The whole thing came about of course as part of the mad scheme for an East Kent Unitary Authorithy which after God knows how much was spent on plotting and planning and consultants and public consultation etc had the plug pulled on it a couple of years ago kyboshing the ex DDC leader's plan for world domination (in East Kent at least!)
