    Key criteria for a green light to any major development is:

    • that it is of substantial and lasting economic and financial benefit to an area;

    • that it provides a real prospect of new permanent employment;

    • that it provides security for the present workforce and local inhabitants;

    • that any disruption to the local environment (including those that live and work in that space) is properly reflected in the design plan and is necessary to meet the above criteria;

    and

    • that the schedule of work and its undertaking is both necessary and proportionate to the disruption and inconvenience of those affected by it.
