Well here is a conspiracy theory for you.
The comment from Button on the ‘DDC Finances’ thread suggests he/she may have spotted what I did when the link on the ‘DWDR spin off’ thread didn’t work.
This is on the following DHB link

This clearly shows that there are no real plans for the DWDR, except the transfer of the cargo facilities from east to west docks areas. It doesn’t even need the new marina to be built.
With the rest of the docks simply being an “opportunity” for development.
So the DHB are not offering any jobs and don’t appear to have the money to progress anything.
BUT WAIT.
DDC are exploring a £200M loan “opportunity”!
Didn’t the DHB say that DWDR was around £200M?
But remember DDC have been pushing for a new sea front town centre.
Are the DDC confident that following the almost successful delivery of the DTIZ they can go on to bigger and better things like the DWDR???
And that gives you the customers for the cable car.
