  I respect what you say, but need to qualify again with my own experience of government, local authorities and large organisations - issues are always more complex than people realise, but a great deal of the "sniping" (I take issue with the perjorative terms) can be reduced by effective communication: when people feel involved and included, informed and heard, the complaints reduce, always. That does not happen locally, and is a huge disadvantage. And it also causes me to question the skills of the people trusted to run the place.
