    Jack, don't forget this has been going on for nearly 20 years under several 'regimes', it's not just the current ones who are responsible.

    From the DTIZ Framework Travel Plan:

    2.21 The car park will operate a short stay pay and display shopper's car park with a 4 hour
    maximum stay. The charge for the car park will be in line with other short stay car parks within
    the town.


    Some more interesting detail from one of the over 200 pages of Travel Assessment Appendices - the last sentence in particular is ironic in the least at his time:

    Prior to the first use/occupation of the development hereby permitted, a Car Parking
    Management Agreement (CPMA) shall be submitted to and approved in writing by
    the Local Planning Authority. The CPMA shall include confirmation that no less than
    439 parking spaces shall be provided at the site for use by users of the
    development. The development shall be implemented and the car park managed in
    accordance with the CPMA.

    A review of the CPMA shall be completed 6 months from the date of first occupation
    of the development and submitted for the approval of the Local Planning Authority in
    consultation with the Highway Authorities and repeated at 12 months after first
    occupation. Additionally, if and when the occupancy of the car park exceeds 95%
    for three consecutive days or six days within a six month period, a review of the
    CPMA shall be carried out and a report submitted to demonstrate how the
    development will operate in transport terms with the increased demand in future.
    The Local Planning Authority shall be notified within 1 month that the threshold has
    been reached and a review report shall be submitted within 4 months. This review
    report shall include proposals for the implementation of additional measures to
    ensure that the operation of the car park does not cause vehicles to queue back to
    the mainline of the A20. Any additional mitigation measures proposed shall be
    submitted to and approved by the Local Planning Authority in consultation with the
    Highways Authorities and subsequently implemented on receipt of approval of the
    Local Planning Authority.

    Reason: To ensure that the demand for parking does not exceed the capacity of the
    car park and those vehicles do not queue back onto the A20 trunk road. Any
    queuing on the A20 would have implications on the safety and free flow of the traffic
    using the trunk road network.
