    Any agreement for lease will be a binding obligation on both parties, subject to a number of conditions, the most important of which will concern timely completion of the cinema building. Given the number of conditions (49) in the planning consent, most of which impose requirements to be fulfilled before development starts, I don't expect to see cranes this summer, except perhaps on the site on the corner of Castle St and Woolcomber St, where they are planning to build a block of flats.
