  Perhaps this is an instance of 'if the cap fits', but I did not personalise my emoting of despair. My comment was rather in answer to the co-ordinated, cumulation of the general attitude that 'cost' trumps 'worth'.
  
  Yes Barrie, there is such a law, but it is not simply the lack of enforcement that troubles. There are now, I suspect, far fewer instances of an actual licensee being present on the premises, 'responsible' or otherwise.
