  I am led to understand that it is against the law to sell more drink to someone who is already drunk, whether it is a pub, club, supermarket or off licence doing the selling. I would assume that this law is not enforced with any rigour, as we see very drunk people staggering about in the town, who must have got their last drink from somewhere. If the sellers of the stuff can't act responsibly, for the binge drinkers certainly can't, then let those who make the profits do the paying.
  My idea won't work if they get ratted at home and stagger into the town without buying more, but a levy on the prices, or some nice fat fines might help.
  Thinking about it, they (the establishment) would probably spend any money generated by this scheme on a war or something similar.
