  If the drunks had to pay for being 'looked after' until they got sobered up, this would certainly be a good idea, and no doubt would have been the case in times past.
  
  And as Jan says, no sensible publican should keep serving drinks to those who were becoming legless, leaving it to someone else to deal with the consequences.
