kent police have released figures relating to the period of 01/12/10 until 01/01/11, you will remember the freezing and treacherous conditions over much of that period.
out of 563 breath tests on drivers, 171 were positive or the driver refused the test, roughly one in three.
bad enough driving whilst in a state of inebriation at any time, but when there is snow and ice around?
the corresponding figures for the period 12 months previously shows 1397 tests and only 195 arrests.

the problem is not drinking in itself, just driving a car whilst under the influence.

Same here Howard.
As you say in #3 there is nothing wrong with drinking it is drinking while driving or in excess that is the problem.
