  But isn't that exactly what DHB are doing? Parts of the project will be cut as a result of escalating costs if the MMO don't grant the license.
  
  I may be wrong here, but it appears DHB are being criticised for not having a contingency plan, whilst simultaneously being criticised because people don't like their contingency plan.
