  Keith, were you that negative and cynical when you sat on the council and were actually in a position to try to do something?
  
  Rome was not built in a day and neither will this development. The big test now will be whether the fast tracking of the various amendments to the original planning consent results in an early start to construction; or whether our dearly beloved planning officials find a new way to stall it with pettifogging little rules, regulations, procedures, processes, little-known (and even less understood) policy documents and the like.
