  I've just looked at the form on the web and it seems you can fill it in even if not a DTC resident, which is good for us country bumpkins as we still have a view on many of the areas asked about and Dover is effectively our town although we live just outside in a parish.
  
  Which makes me wonder whether Whitfield and especially River will eventually be absorbed under DTC, there is little geographical distinction of the boundaries and they are virtually suburbs of Dover.
