    Yes the harbour curve needs to remain open for the work trains, though at some point prior to completion of the final concrete pour they will no longer be needed so it is theoretically feasible to fix that problem too,

    As for the tunnel - it is not the reason that Southeastern run 6 coach sets rather than 12 - it is a question of manpower - due to the design of the trains a safety rated employee is required in each set to supervise safe evacuation if needed, Southeasterns manning levels are such that they have inadequate staff to provide the necessary cover.
