    I can see them doing it on the cheap, and eventually letting it fall into disrepair and closing the line. Dover can access London by rail via Canterbury, and the line to Dover is no longer needed for cross channel passengers since the opening of the tunnel. I can remember the days when staff from Ashford railway works were offered weekend night work on the permanent way, Vic was a regular !
