As Peter and Ross have said, Tersons have most of Dover's commercial properties on their books; most that aren't with Tersons have their own (outside of Dover) agent.
Not sure if Ross is referring to the small-business rate-relief; if you do find a property you want, you can always look on the valuation website to find out what the neighbouring business-rates are and what the varying parts of the premises cost.
Many commercial premises in Dover have (close to) London rents, so a bit of negotiating will help and one or two may be rate-only so no rent payable, but they won't be obvious so you may have to ask about them.
Be careful about the "full-repair lease" too.
