    Also, I believe that the idea is that, because Dover has sacrificed so much for the Port (Townwall and Snargate Strets are practically laid barren because of the traffic) and people have not seen a penny come into the Town fom the Port for so many centuries - since DHB became a non-profit board - the whole Town should bnefit from the Port, and not just bond-purchasers! It is probaly a popular view, this he, and will probably carry the day all said and decided...whenever!
