    So little changes over the years. Much of the initial argument is brushed aside. What is at first spoken of in the response as "a fair return" soon becomes "not pay the interest on a third of what it costs to build".

    This is why the high streets of today are left in a dismal state. There is money for some in idleness. WH was right it should NOT be cost effective to leave properties un-let. Fortunately Dover has it's cap out for 'Government' money to help these poor landlords in their eternal-hour of need.
