  Not necessarily Howard. In the countries whence the illegals come, most issues can be fudged with wasta (who you know) or bakhsheesh (a few quid in the palm, Guv). In those cultures such processes are regarded as normal. Just what you have to do to get on in life against corrupt officialdom. They don't know that the UK is any different, they just know that people who successfully reach England send home unimaginable wealth to improve the lot of their families.
