    It is my understanding that NHS England has a contract with a company which provides interpreters, with the service available to all practices, locally and nationwide. Whilst individual practices would be responsible for individual bookings the 'bill' is paid by NHS England. I may be mistaken, but if I'm not then to me it would not make sense for the pull-out reason to be based on interpeter costs as the need for the service will follow the patient wherever they go to for care.
